A new guide ‘Buy and Make a Difference' has been published by the Office of Government Commerce (OGC). It recommends that discussions with the voluntary and community sector are held at an early stage of the procurement process in order to meet social objectives effectively. This can establish "a good understanding of the capacity and potential of the market", the guide says.
