The Audit Commission's 2008 assessment of local authorities across England shows the number of top-ratedcouncils has almost tripled since 2002. This is the final report under the Comprehensive Performance Assessment (CPA) system, with the new Comprehensive Area Assessment coming into effect from 1st April 2009.
