Housing and Planning Minister John Healey has confirmed that councils will be able to use a new Community Infrastructure Levy (CIL) to raise funds from developers alongside new building projects to help build infrastructure, such as new schools, hospitals, roads and transport schemes, libraries parks and leisure centres.
