DCLG has issued a press notice stating that comments by Grant Shapps', Local Government Minister, that the poorest areas will be hit hardest by cuts have been ‘taken out of context' and said that there was a ‘fair distribution' between different parts of the country. However the Institute for Fiscal Studies (IFS) has said that spending cuts will hit the poorest hardest.
