The Joseph Rowntree Foundation has published a report contending that assumptions behind current government policies do not match the attitudes and experiences of people living in low-income neighbourhoods. The report, based on the findings of the research project Living through Change in Challenging Neighbourhoods, considers policy implications in areas such as localism, cohesion and neighbourhood planning.
