A new policy plan launched in a major speech by the Prime Minister, it aims to reduce centrally imposed targets and reporting demands on local authorities: making more local data available to citizens, making savings through measures such as a review of senior civil servant pay, investing £30 million in a community asset transfer programme and piloting a ‘social impact bond' as a new way of funding the third sector by rewarding work that reduces future social costs.
