David Cameron has set out his plans to redistribute power ‘away from the political elite and hand it to the man and woman in the street'. Writing in The Guardian, the opposition leader, proposes a range of measures to reform and revive democracy including text messages on the progress of legislation and considering fixed-terms for Parliament.
