Conservatives make plans for public sector co-operatives

Shadow Chancellor, George Osborne, has announced plans to give public sector workers the right to form employee-owned co-operatives to take over services such as JobCentre Plus, community nursing teams and primary schools. The co-operatives are envisaged as state funded not-for-profit organisations which re-invest surpluses back into services rather than external shareholders.
