The Department for Communities and Local Government has now published the Empowerment White Paper ‘Communities in control: real people, real power'. It aims to ‘pass power into the hands into local communities', away from existing centres of power. The White Paper proposes a new ‘duty to promote democracy' for local authorities, an Empowerment Fund for national third sector organisations and a Communitybuilders scheme for multi purpose community-led organisations.
