Place-Based Budgeting (Total Place)

 

The Coalition Government's Place-based Budgeting is essentially their term for Total Place, an initiative that was piloted by the previous government. This briefing looks back at the Total Place pilot programme in order to identify the learning from that programme and the prospects for the development of Place-based Budgeting in the coming years.

As part of its programme of decentralisation the Coalition Government has proposed ‘a radical reshaping of the state through place-based area budgets. This will allow Parliament to decide how national tax revenue is spent, while ensuring that local and accountable decisions on what public services are commissioned locally, and from where, can be made. Councils will then report directly to Parliament on spending'.
